OFFICIAL’S EVALUATION FORM GUIDELINES

 

Rules 1-4

  1. Court Boundaries & Markings

a.      Were the court boundaries marked correctly?

b.      Did the center of the court have a 2” continuous line?

c.      Did the service area have the end line extensions?

d.      Did the officials check the boundaries & markings?

e.      Were there overhead obstructions and were they being played correctly?

f.        Were the boundaries clear and being played correctly?

  1. Net Set-Up & Ball

a.      Was the net covered correctly?

b.      Were the standards & platforms padded & covered correctly?

c.      Was the net the correct height?  Did the official measure it?

d.      Were the antennas correct?  Were they being used correctly?

e.      Was the ball white and of correct pressure?  Did the official check it?

  1. Official’s Table & Team Benches

a.      Were the official’s tables and team benches set up correctly?

  1. Player’s Equipment

a.      Was any player improperly equipped?

b.      Did you see any improper hair devices? 

c.      Was any player wearing jewelry?

d.      Did the official check the players or catch anyone improperly equipped?

e.      Did the official follow proper procedure if they caught someone wearing illegal equipment before or during the match?

  1. Legal Uniforms

a.      Did the official check the uniforms?

b.      Were the uniforms legal? 

c.      Was proper procedure followed in penalizing the offending team if not legal?

d.      Was there a libero jersey and was it clearly contrasting and legal?

e.      Were the uniforms worn as designed by the manufacturer?

f.        Were the player’s allowed to change on the court?

 

Rules 5, 7, 0-11:  Officials Responsibilities

  1. Proper Uniform & Equipment

a.      Was the official dressed in proper uniform?

b.      Was the official professional looking and in a clean uniform?

c.      Did the official appear to have the necessary equipment?

d.      Did they use a line-up card?

  1. Pre-Match Procedures & Start of Game Procedures

a.      Was the official on time?

b.      Did the official conduct a pre-game conference with the head coaches and captains?  In a timely and thorough manner?

c.      Did the referee conduct a line judge conference?

d.      Did the umpire giving instructions to the scorers and timer?

e.      Did the officiating team watch the warm-ups?

f.        Was there a professional amount of interaction with the coaches, players, and fans?

g.      Was everything done in a timely manner?

h.     Did the officiating crew respond during the match like they were properly instructed by the officials?

i.        Did the officiating team check the roster?

j.        Did the umpire check the line-ups, scorebooks, and their line-up card prior to the start of the game?

k.      Did the referee and umpire do proper start of game procedures (correct signals, timely, umpire checked line-ups, giving the game to the referee, etc.)?

  1. Positioning

a.      Did the referee stand positioned correctly on the platform?

b.      Did the referee have a lot of movement on the stand?

c.      Did the referee adjust their position to get the best view quickly?

d.      Did the referee “look ahead” to where the ball would be going next on non-plays?

e.      Did the referee stay with the player after the ball was released anticipating potential plays and then quickly transitioning to where the ball was going if no play would be called?

f.        Did the umpire transition from side to side correctly?

g.      Did the umpire follow the ball or stay with the defense side of the net to the floor?

h.     Did the referee stay on the stand during time-outs and between games?

  1. Signals & Mechanics

a.      Did each official have a sharp whistle?

b.      Did each official use their whistle properly?

c.      Did each official use proper signals?

d.      Were the signals clear and easy to follow?

e.      Did each official use proper mechanic procedures?

f.        Did the referee scan the court to see if everyone was ready?

g.      Did the referee use correct touch call signals & mechanics?

h.     Did either official use “unofficial” signals?

i.        Did the umpire mimic the referee?

j.        Did the umpire use a line-up card correctly? 

k.      Did the umpire use discreet signals in a correct manner?

  1. Time Outs, Subs & Libero Replacements

a.      Was the libero waved in correctly at the start of each game?

b.      Were time-out signals & mechanics before and after the time-out performed correctly?

c.      Did the umpire check the scorebook during the time-out?

d.      Were substitute and libero replacement signals & mechanics done correctly?

e.      Were subs done in a timely manner?

f.        Did the umpire notify the coach when their 15th, 16th, 17th, & 18th subs were used?

g.      Did the umpire record the subs on their line-up card in an efficient manner?

h.     Were proper procedures used if any penalty was rendered?

  1. End of Game Procedures

a.      Did the umpire signal game point to the referee?

b.      Did the umpire check the scorebook and acknowledge end of game to the referee?

c.      Did the referee use proper mechanics to end the game?

d.      Did the referee wait for the umpire’s signal to release the players to their benches?

e.      Did the teams use proper procedures in switching courts?  If not, did the referee talk to the captain and the situation improved after the next game?

f.        Did the referee sign the book to indicate the match was concluded?

  1. Rule Interpretations

a.      Was an improper server discovered in the match?  Was it handled with correct procedure?

b.      Was the replay or reserve rule used correctly?

c.      Were serving orders requested?  Did the officials handle the request correctly?

d.      Did the official interpret all rules correctly throughout the game?  If not, which one(s)?

e.      Did the official use current rule changes or did they call the match using old rulings?

 

Rules 6, 8-9:  Calling the Match

  1. Calling the Match

a.      Was the replay call used correctly?

b.      Was the unnecessary delay call used correctly?

c.      Were ball handling calls made on what the officials heard, body position at the time of contact, or what they actually saw?

d.      Using the boxes below as criteria how did the official rate overall on calling the match?

  1. Calling the Match Boxes:  (+ Good Call – Made Correct Call on Violation, √ Missed Call – Violation was missed by the official, X – Violation was called in error, 0 – Good choice of no call on play)

a.      Illegal Hits – Prolonged/Lifts

1)     Was the ball lifted, pushed, held, thrown, carried or allowed to roll?

2)     Was the ball held or guided to change its direction?

3)     Was the ball carried across the plane of the player’s body?

4)     Did the ball visibly come to rest?

b.      Illegal Hits – Double Hits

1)     Except on a team’s first hit did a player contact the ball twice in succession?

2)     Did a player make two attempts to play a ball at any time?

c.      4-Hits

d.      Alignment Violations

1)     At the moment of serve were the players legally aligned?

2)     Were all players in the court (except the server) at the contact of serve?

e.      Serving Violations – Illegal Servers & Service Faults

1)     Did the server take more than 5 seconds to serve?

2)     Was an improper server discovered in the match?

3)     Was the ball hit illegally?

4)     Was there a foot fault?

5)     Did the server have more than one re-serve?

6)     Were there any service fault missed or called incorrectly?

f.        Touch Calls/Out of Bounds Violations

1)     Did the official use the proper touch call vs. out of bounds in the correct situations?

2)     Did the official call touch off the block correctly for the proper side?

3)     Did the official catch the touch calls off the blocks?

4)     Did the official catch the touch calls off shanks?

g.      Net Violations

1)     Did a player touch the net, net cables or antenna?

2)     Was there an over-the-net violation?

h.     Center Line Violations

i.        Back-Row Violations

1)     Did the libero participate in an illegal back row attack?

2)     Did a back row player illegally attack the ball?

j.        Blocking Violations

1)     Did the libero block or attempt to block?

2)     Did a back-row player participate in a collective or complete block?

k.      Screening

 

Rule 12- Conduct, Communication & Game Management

  1. Unsportsmanlike Conduct – Cards

a.      Were cards given during the match?

b.      Was the official justified in giving the card or should other steps have been taken first?

c.      Was proper procedure and professionalism used in giving the card?

d.      Did the officials have problems with the crowd and did they handle it properly and professionally?

  1. Consistency

a.      Was the official consistent in calling the game from the beginning to the end?

b.      Was the official consistent in calling the same way from game to game throughout the entire match?

c.      Did the official apply the same standards to both teams?

d.      When the teams had different degrees of skills, did the official apply appropriate consistency within the teams themselves?

  1. Adjustment to Level of Play

a.      Did the official have the proper skills to handle this level of match?

b.      Was the official able to keep up with the pace of the game?

c.      Was the official able to adjust to the lower pace of the game?

d.      Was the official able to adjust to the disparity between the two team’s skill levels?

  1. General Game Management Skills

a.      Did the official ignore spectator’s reactions and remarks?

b.      Did the official handle the coach in a respectful and efficient manner?

c.      Did the officials communicate well with the coaches and players when necessary?

d.      Did the officials anticipate problem situations?

e.      Did the official handle their own errors with good humor?

f.        Did the official use verbal instructions and warnings with proper demeanor?

g.      Did the official acknowledge concerns of the coaches quickly, efficiently, and with proper demeanor?

h.     Did the referee recover quickly after a controversial call?

i.        Did the official appear calm, decisive, and cordial?

j.        Did the official keep a brisk but unhurried match tempo?

  1. Professionalism

a.      Did the official minimize contact with individuals before and after the game, except those on the officiating team or host management?

b.      Did the official refrain from coaching or being overly familiar with players, coaches, or team personnel?

c.      Were the official’s rulings impartial?

d.      Did the official give their best to the game?

  1. Communication:  Officiating Team

a.      Did the officials communicate the needs of the job to the officiating crew prior to the match?

b.      Did the officials communicate well with the officiating crew?

c.      Did the official’s handle problems with diplomacy that arose during the course of the game?

d.      Did the referee make eye contact with the umpire and line judges or work “alone”?

e.      Did the referee overrule the line judges?  How often?  Was it justified?

f.        Did the official’s keep their team in the game with them?

g.      Did the umpire support the referee in the game by mimicking signals, backing decisions, giving them discreet assistance, verbally supporting calls, etc.?

h.     Did the referee protect their officiating team?
