GUIDELINES
Rules 1-4
a. Were the court boundaries marked correctly?
b. Did the center of the court have a 2” continuous
line?
c. Did the service area have the end line extensions?
d. Did the officials check the boundaries &
markings?
e. Were there overhead obstructions and were they being
played correctly?

Rules 5, 7, 0-11: Officials Responsibilities
a. Was the official dressed in proper uniform?
b. Was the official professional looking and in a clean
uniform?
c. Did the official appear to have the necessary
equipment?

b. Did the official conduct a pre-game conference with
the head coaches and captains? In a
timely and thorough manner?

professional amount of interaction with the coaches, players, and fans?

correctly?

e. Did the official use current rule changes or did they
call the match using old rulings?
Rules 6, 8-9: Calling the Match
a. Was the replay call used correctly?
b. Was the unnecessary delay call used correctly?
c. Were ball handling calls made on what the officials
heard, body position at the time of contact, or what they actually saw?
d. Using the boxes below as criteria how did the
official rate overall on calling the match?
a. Illegal Hits – Prolonged/Lifts
1) Was the ball lifted, pushed, held, thrown, carried or
allowed to roll?
2) Was the ball held or guided to change its direction?
3) Was the ball carried across the plane of the player’s
body?
4) Did the ball visibly come to rest?
b. Illegal Hits – Double Hits
1) Except on a team’s first hit did a player contact the
ball twice in succession?
2) Did a player make two attempts to play a ball at any
time?
c. 4-Hits
d. Alignment Violations
1) At the moment of serve were the players legally
aligned?
2) Were all players in the court (except the server) at
the contact of serve?
e. Serving Violations – Illegal Servers & Service
Faults
1) Did the server take more than 5 seconds to serve?
2) Was an improper server discovered in the match?
3) Was the ball hit illegally?
4) Was there a foot fault?
5) Did the server have more than one re-serve?
6) Were there any service fault missed or called
incorrectly?

Touch Calls/Out
of Bounds Violations
1) Did the official use the proper touch call vs. out of
bounds in the correct situations?
2) Did the official call touch off the block correctly
for the proper side?
3) Did the official catch the touch calls off the
blocks?
4) Did the official catch the touch calls off shanks?
g. Net Violations
1) Did a player touch the net, net cables or antenna?
2) Was there an over-the-net violation?
h. Center Line Violations

Rule 12- Conduct,
Communication & Game Management
a. Were cards given during the match?
b. Was the official justified in giving the card or
should other steps have been taken first?
c. Was proper procedure and professionalism used in
giving the card?
d. Did the officials have problems with the crowd and
did they handle it properly and professionally?
a. Was the official consistent in calling the game from
the beginning to the end?
b. Was the official consistent in calling the same way
from game to game throughout the entire match?
c. Did the official apply the same standards to both
teams?
d. When the teams had different degrees of skills, did
the official apply appropriate consistency within the teams themselves?
a. Did the official have the proper skills to handle
this level of match?
b. Was the official able to keep up with the pace of the
game?
c. Was the official able to adjust to the lower pace of
the game?
d. Was the official able to adjust to the disparity
between the two team’s skill levels?
a. Did the official ignore spectator’s reactions and
remarks?
b. Did the official handle the coach in a respectful and
efficient manner?
c. Did the officials communicate well with the coaches
and players when necessary?
