Soccer issues were identified and categorized into six major areas:

 

1.  Referee Training

            a.         Need training materials differentiating FIFA and High School

            b.         Lack upper level training, especially in mechanics and game management

            c.         Lack of training resources, people and materials

            d.         Inconsistency of rule application across the state

2.  Game Scheduling

            a.         Game time starts at 3 and 3:30, too early for working referees.

            b.         Some schools refuse to stack games

            c.         Schools not scheduling on Saturday

            d.         Schedule changes because of incomplete schedules, etc.

3.  Athletic Directors

a.         Need to hold coaches accountable to OSAA, Federation, and ACEP principals and standards.

            b.         AD’s/Administration not present at games, especially those “off” campus

            c.         Timely payment of invoices

d.         Fields (poor condition, marked incorrectly, need to mark properly with coaching boxes

            e.         Crowd control protocols, seems lacking in some cases

            f.          Lack of knowledge of the “soccer” culture and diversity of the sport

g.         Lack of proactive actions on the part of schools to address their discomfort levels with soccer

4.  OSAA

a.         Holding schools and administrations accountable to OSAA, Federation and ACEP principals and standards

            b.         Structure of the ejection report

            c.         Pay scale and distribution

            d.         Playoff referee selection and assignment process

5.  Recruitment/Retention

6.  Association Administration Training (Officers)

For the purposes of this meeting and the allotted time, the group chose to spend some time on #2 and #3 above to brainstorm some potential solutions which are recapped as follows:

 

#3 Athletic Directors

 

a.                   Invite Coaches and Athletic Directors to Referee Association Meetings

b.                  Add Athletic Directors to Association Boards

c.                   Greet and meet AD’s at games – if not there do a follow up call the next day

d.                  Add Commissioners to League AD meetings to discuss soccer matters

e.                   Work cooperatively with AD’s to address the club/year round vs high school mission

f.                    Regarding field conditions, involve referee board members in conducting free preseason field inspections

g.                  Send AD’s field requirements early in season as a reminder

The attached OAOA State Soccer Sport Committee Role and Responsibilities as adopted by the group, through a consensus vote, will be forwarded to OAOA for adoption.  Janet Irigoyen and Barbara Roberts were selected as co-chairs for the upcoming year.

Group did not set a next meeting, the co chairs will conduct a survey of the commissioners to determine the next best time to get together.  We are very aware that everyone is extremely busy right now……good luck with your upcoming season.

 

 

 

 

 

OAOA STATE SOCCER SPORT COMMITTEE

ROLE AND RESPONSIBILITIES

 Adopted by Soccer Commissioners 8/13/05

 

Mission

Advise OSAA and OAOA regarding the management of soccer refereeing services to OSAA sponsored high school soccer programs throughout the state.

 

Members

  • All local OSAA Soccer Chartered Association current Commissioners and/or their designee.

 

  • State Soccer Rules Interpreter.

 

  • OAOA Soccer Commissioner Board member.

 

  • OAOA Executive Director; OSAA Staff Liaison

 

Note:  Group opted to decide at a future meeting the matter of decision making, whether to conduct business through consensus or to use a simple majority approach.

 

Responsibilities and Duties

  • Meet a minimum of twice a year.

 

  • Conduct research and determine methodology to gain input from associations regarding issues, ideas, and proposals generated by the Committee.

 

  • Develop and promote uniform state-wide rule interpretations and mechanics.

 

  • Recommend content for OAOA web page.

 

  • Develop a strategic plan that will better integrate, extend and expand complimentary soccer officials training programs throughout the state.

 

  • Develop and agree upon the details of the Committee’s budget ($1400 in 2005-06). Budget requires OAOA Board approval.

 

  • Develop a short and long range plan to address issues, ideas, and proposals as identified by the Committee. 

 

  • Annually review and make recommend additions/revisions to the OSAA Athletic Officials Handbook (AOH).

 

  • Research and recommend amounts and structure for soccer referee compensation to OAOA and OSAA. 

 

  • Review rules and make recommendations on rule changes.
