September 9, 2007      Teleconference/In person Meeting at 3:00pm @ OSAA office.

Budget:

The sports specific committee has a budget of $1400 this year and a reserve of $1400 that was not spent in the 2005/2006 year.  Usage of the reserve must be approved by the OAOA Board.

OCEP – Officials Certification and Education Program:

New OSAA rule:  All playoff officials in all sports are required to be OCEP playoff certified to work playoffs beginning with the 2009-10 season.  Rookie officials (first year) must be OCEP Principles certified within their first three years of officiated to maintain their OSAA certification.

Rex, Tony and Larry have taken the ASEP Wrestling Methods online course and feel it’s a valuable training tool.

Requirements for OCEP were discussed.

            See www.oreofficials.org for details.

1.         Attend an OAOA certification clinic or take the ASEP Wrestling Methods Course (online).  If you complete the ASEP online course during this initial kick-off year the OSAA will refund $25and provide a free OSAA Gold Card which allows free admission to all OSAA events for one year.

2.         First year officials must be OCEP Principles certified within their first three years of officiating – either by taking the ASEP Principles Course or attending an OAOA Principles clinic.

A brief discussion of whether officials to do District tournaments should be subject to the OCEP requirements – no conclusion at this time.

State Wide Regional OCEP certification Clinics:

Given the new OSAA OCEP requirements the committees primary responsibility is to develop and implement regional OCEP certification clinics throughout the state over the next 2 ˝ years.  OCEP clinics are alternatives to the ASEP Wrestling Methods Course and the Committee wants to make sure they are available to all wrestling officials.

Possible sites that were discussed are The Best of the West, Pacific Tournament, Centennial, and LaGrande in 2007 on November 10th.

Because of the inherent issues with conducting a training clinic in conjunction with wrestling tournaments, stand-alone clinics were discussed as a better alternative.

The annual Centennial coaches’ clinic was discussed as a possible clinic site.

The fees for the clinics were briefly discussed and placed on the agenda for the next meeting; also to be discussed is the rotation of statewide clinics for the next three years.

A brief discussion on formulating materials for the clinicians and all materials shall be reviewed by the SRI.

Next meeting is scheduled for November 19, 2006 at 7:00pm; this will be a teleconference/meeting.

All association representatives are encouraged to participate so that their association’s interests are communicated.
