on the latest OSAA happenings. Playoff games will increase from
136 to 152 and officials required for tournaments will increase from 52 to

2. Details and specifics of the new Oregon
Certification and Education Program - OCEP, were explained. The OAOA
website contains all of the pertinent information.
In order to provide alternatives to the ASEP Course playoff
eligibility requirement, the committee is planning on the following OAOA
Regional Clinics (hosted by local associations) designed to be certified by
the OAOA Board as options to ASEP. In order to cover expenses
(clinicians, facilities, refreshments, etc.) a nominal fee will be charged
($10-15).

3. Athletic Officials Handbook - Rule 7
State Championship Officiating Criteria:
The committee discussed a rough draft of a proposal to change Section 1,
para. d. given the new six classification
structure.
Rule 7, Section 1 d. of the OSAA's Athletic Officials
Handbook currently states:
"Officials selected to represent a Local Association at any State Championship Event [includes sub-rounds] shall meet each of the following requirements.
....Section 1 d. Only work post-season events at
the classification levels and gender that they have worked during the
season. Exceptions: Wrestling"
The new proposal
states: ".....officials shall.....
d. (1) Be a member of an
association which services 6A or 5A classifications during the regular
season to be eligible to officiate any playoff contest involving 6A
or lower classifications.
(2) Be a
member of an association which services 4A or a lower classification
during the regular season to be eligible to officiate any playoff contest
involving 4A and lower classifications.
(3) Have
officiated at least 3 regular season contests in each gender in
basketball to be eligible for basketball playoff/tournament
assignments.
(4) Have
officiated at least 2 regular season matches in each gender in soccer to
be eligible for soccer playoff/tournament assignments.
(5) Local
associations may impose more restrictive criteria at their discretion.
This proposal will not go
into effect this year. The committee will discuss the proposal with their
respective memberships and report back at the next committee meeting.
4. Ron Pope offered the idea of sending
pairs of officials from the same association who would work together as a crew
at tournaments. Many issues and problems with this concept were
discussed. Ron will consider reducing his idea to writing for the next
meeting.
5. Three-person mechanics - Cindy
mentioned that 3-person mechanics is on the OSAA's "radar screen" but
it faces many issues and obstacles such as availability of officials, training,
funding and school approval. OSAA will not use 3 person
mechanics during playoffs unless it is used throughout the regular season.
6. The use of a stand-by alternate
official for semi and final tournaments games was discussed. The
committee is in favor of the concept and Cindy will discuss it with her
staff.
7. The current tournament evaluation
system was discussed. The committee expressed its interest in assisting
OSAA in selecting evaluators.
8. Committee members were advised of
the OAOA Awards program - details on the website - and encouraged to submit
there nominees. Congratulations to Committee member Mike Soderland (

tournament officials will be explored.
